Mostly his,he is a proper comedian unlike some impersonators,in the UK we have good impersonators,but they are'nt natural comedians,and their material can often be as funny as Asian flu!

My point being Rich Little has been around for a lot longer than Dunham.
Either way, they're both great comedic minds so I highly doubt one stole it from another. Just happenstance.
