so its not like a secret rail road, its just a non public railroad i thought it was like a secret railroad disigned only for the government or something...but it is a really nice rail road

The video shows a private (non-public) model railway. The tracks are not private - we built them as a regular layout (Deutsche Bundesbahn, maybe...).
BTW: Is it not ok to built a private track next to houses?
No, it's not a roll of tape, the freight should be a large cable drum. It was a cargo waggon by Trix Express including this "wooden" freight, I think, there was "Siemens" painted on it. (visible at 02:32)
