That blonde guy is Mick Ronson. He was Bowie's guitarist in the early 70s and played his heart out for him. He did some fantastic work on the Hunky Dory album. But yeah Ziggy Stardust is a (more or less) made up character. I imagine it was semi-autobigraphical or inspired by someone i've never heard of but that wasn't really the point of the story. Not that you need to know to enjoy the music...
