That is not true. I have been training for 8 years now. I have a great, ripped body (not being vain...just making the point). My abs look fantastic. It has taken hard work, dedication, proper diet, plenty of rest and constant tweaking and adjusting of my routines. I use supplements, not that expensive, which do help, but the rest of it all comes down to exercise.

there are is no such thing as "lower abs" the abdominals are one solid muscle group with the same nerve supply.

doing 1000 situps or 1500 crunches is actually dangerous. I was at a prison doing a tour and this convict was doing 2000 squats. He was built like a freaking mountain. He died after 1985. Ever heard of lathic acid dumbass?
