Yep,thats the one. Do a search for tank slapper and you will find heaps. Unfortunately for racers, when they get a tank slapper, they are usually going flat out in top gear already so acceleration is very limited.

No,the idea is to get weight off the front wheel.Reduce tyre grip so you can gain control.I suppose the ultimate would be to pull a wheelie, but again,nearly impossible when the bars are going psycho.
For the same reason,hitting the brakes is the worst thing you could do as it puts more weight on the front wheel

is it the same thing, and I've seen this a lot in clips of motorbike race crashes, where the bike suddenly starts gyrating side to side, and gets worse, until it throws the rider?

That is when the front wheel goes out of control and wobbles rapidly from side to side (the handlebars look like they are slapping the sides of the fuel tank,hence the name) Very difficult to regain control and nearly always ends badly as the only way to stop it is to actually accelerate as hard as you can but when your front wheel is flopping around, going faster is hard when your brain is screaming "slow down, slow down!!!" and its very hard to twist the throttle when its shaking like mad.
