Why blame the council when it was the Scottish Gov in Edinburgh + local objections to the alleviation cheme to blame...?

Perhaps you'd besy invest some time into who is to blame here. Have read into this and Moray council actually passed the Planning for this years ago. It was held up by The Scottish Government and by objections by some local people and companies. The 'coonsul' is generally the scapegoat for the ill-informed. You've confirmed this admirably.
P.S: NO! I don't work for MC - but used to for another local auth.
