Continuing: This doesn't mean you or the states have the right to invent rights. It means the supreme court has the right to interpret where rights are implied. e.g 4th ammendment prevents illegal search and seizure= this implies privacy right. See how that works? That has nothing to do with the equal time law. 9th Ammendment: Protection of individual rights (Enumerated). Once again implied rights as interpreted by the supreme court.
