the flood is a decease that evolved in to a infectious life form devouring life of enough mass to sustain its self the fore runners found them killing it with the rings they built but killing themselves in the prosess the rings had flood in them in halo one for study my guess covenant released them and they start killing them halo 2 they back in lab get released and steal ships continueing the cycle till MC uses rings tacticle burst to kill flood but save covenant and humanity

no the flood we're around before the covenant, the forerunners made the rings to destroy the flood. the sent out monitors (like 343 Guilty Spark[aka Sparks]) to log all life in the ggalaxy but 1 accidentally logged the flood so they had to activate the rings to destroy the flood (which was at the gates of the ark). in the process they wiped out all life in the galaxy. The covenant didn't make the flood, it evolved on its own.
