I believe you have to be born again to persevere. This isn't going to just keep happening without Christ, and I believe the guy asking Tim the question was really trying to say, "i want to be born again", "how can I be saved and repentant as a holy person would?" and Tim took it in the wrong direction.

the only time someone would need to "repent of their sins" in order to be saved is when that person is trusting their sin for salvation.
other than that, one needs to repent of themselves.
